Lower Emission School Bus Program (LESBP)

LESBP Overview

The purpose of the Lower-Emission School Bus Program (LESBP) is to assist the air district in attaining federal and state air quality standards. This program will provide incentive funds for the replacement of pre-1977School Bus and the oldest of the 1977-1986 school buses and for the retrofit of 1987 and newer school buses with an ARB Level 3 verified emission control device. Applicants must obtain approval and have a signed, executed contract from the air district prior to purchase and installation of a retrofit/vehicle. Any retrofit/vehicle purchased and installed prior to contract execution is ineligible. Please note that the Lower-Emission School Bus Program is not a rebate program.

The San Joaquin Valley Air Pollution Control District (SJVAPCD) is accepting and processing all Eastern Kern Air Pollution Control District LESBP applications. All completed LESBP applications should be sent to: San Joaquin Valley Air Pollution Control District, Emission Reduction Incentive Program, 1990 E. Gettysburg Avenue, Fresno, CA 93726-0244.
