2019 DMV Grant Program Recommended Projects – RECEIVE AND APPROVE THE DISTRICT’S 2019 DMV GRANT PROGRAM RECOMMENDED PROJECT LIST; RECEIVE PUBLIC COMMENT; AUTHORIZE STAFF AND LEGAL COUNSEL TO DRAFT NECESSARY PROJECT IMPLEMENTATION AGREEMENTS; AND BRING BACK SAID AGREEMENTS FOR CONSIDERATION AT THE JULY 2019 BOARD MEETING.

Proposed Agreement with Agilaire, LLC for Communication Services for the Canebrake Air Monitor – APPROVE AND AUTHORIZE CHAIRMAN TO SIGN AGREEMENT NO. 05-001-2019 WITH AGILAIRE, LLC FOR COMMUNICATION SERVICES.

Sub-Recipient Agreement from California Air Pollution Control Officers Association for the District to receive PM2.5 103 Grant Funds – AUTHORIZE THE AIR POLLUTION CONTROL OFFICER TO SIGN A SUB-RECIPIENT AGREEMENT WITH THE CALIFORNIA AIR POLLUTION CONTROL OFFICERS ASSOCIATION, AND AUTHORIZE THE AIR POLLUTION CONTROL OFFICER TO DO ALL OTHER ACTS NECESSARY TO RECEIVE FUNDS FROM THE PM2.5 MONITORING PROGRAM.

California Air Resources Board Assembly Bill 617 Community Air Protection Program (CAPP) Grant Funds – ADOPT RESOLUTION NO. 2019-001-05 REQUESTING $101,964 IN ASSEMBLY BILL 617 CAPP GRANT FUNDS; AUTHORIZE THE APCO TO SIGN AN AGREEMENT WITH CARB; SUBMIT A CERTIFIED COPY OF THE BOARD RESOLUTION TO CARB, AND DO ALL OTHER ACTS NECESSARY TO RESERVE AND RECEIVE AB 617 FUNDS.

Community Air Protection (CAP) Funds as Authorized Under Assembly Bill (AB) 134 – ADOPT RESOLUTION NO. 2019-002-05 REQUESTING $203,000 IN FISCAL YEAR 2018-2019 AB 134 CAP FUNDS; AUTHORIZE THE APCO TO SIGN THE AWARD LETTER; SUBMIT A CERTIFIED COPY OF THE BOARD RESOLUTION TO CARB, AND DO ALL OTHER ACTS NECESSARY TO RESERVE AND RECEIVE FISCAL YEAR 2018-2019 CAP FUNDS.

California Air Resources Board Funding Agricultural Replacement Measures for Emissions Reductions (FARMER) Grant Program for California State Fiscal Year 2018-2019 – ADOPT RESOLUTION NO. 2019-003-05 REQUESTING $711,783 IN FARMER FUNDS; AUTHORIZE APCO TO SUBMIT COMPLETED APPLICATION; SIGN THE AWARD LETTER; AND DO ALL OTHER ACTS NECESSARY TO RESERVE AND RECEIVE STATE FISCAL YEAR 2018-2019 FARMER FUNDS.

Sub-Recipient Agreement from California Air Pollution Control Officers Association for the District to receive Woodstove Grant Funds – ADOPT RESOLUTION NO. 2019-004-05 REQUESTING FUNDING FOR WOODSTOVE REPLACEMENT; AUTHORIZE AIR POLLUTION CONTROL OFFICER TO SIGN A SUB-RECIPIENT AGREEMENT WITH THE CALIFORNIA AIR POLLUTION CONTROL OFFICERS ASSOCIATION; AUTHORIZE THE AIR POLLUTION CONTROL OFFICER TO DO ALL OTHER ACTS NECESSARY TO RECEIVE FUNDS FROM THE WOODSMOKE REDUCTION PROGRAM.

Amendment to Agreement No. 07-001-2018 with Project Clean Air to extend the life of the project by one year. APPROVE AND AUTHORIZE CHAIRMAN TO SIGN AGREEMENT NO. 05-002-2019a WITH PROJECT CLEAN AIR TO EXTEND THE LIFE OF THE PROJECT BY ONE YEAR.

11-CA)
Proposed Agreement with Mojave Unified School District for School Bus Replacement utilizing Assembly Bill 923 funds– APPROVE AND AUTHORIZE CHAIRMAN TO SIGN AGREEMENT NO. 05-003-2019 WITH MOJAVE UNIFIED SCHOOL DISTRICT FOR THE PURCHASE OF A NEW SCHOOL BUS.

Air Pollution Control Officer Salary - APPROVE AIR POLLUTION CONTROL OFFICER COST OF LIVING SALARY ADJUSTMENT OF 7.5% FROM SALARY RANGE 75.3 TO 76.8, EFFECTIVE MAY 2, 2019, AND REFER TO KERN COUNTY BOARD OF SUPERVISORS FOR CORRESPONDING AMENDMENT OF SALARY ORDINANCE.

Approval of Additional Air Quality Specialist I/II Position – APPROVE THE ADDITION OF ONE NEW AIR QUALITY SPECIALIST I/II TO DISTRICT STAFF.
