Lower-Emission School Bus Program The purpose of the Lower-Emission School Bus Program (LESBP) is to assist the air district in attaining federal and state air quality standards. This program will provide incentive funds for the replacement of pre-1977 and the oldest of the 1977-1986 school buses and for the retrofit of 1987 and newer school buses with an ARB Level 3 verified emission control device. Applicants must obtain approval and have a signed, executed contract from the air district prior to purchase and installation of a retrofit/vehicle. Any retrofit/vehicle purchased and installed prior to contract execution is ineligible. Please note that the Lower-Emission School Bus Program is not a rebate program.
